INTERNATIONAL HUMAN TRAFFICKING FAKE PASSORT, VISA GANG BUSTED, 18 HELD 



In the month of March 2019, series of 10 cases of possession of fake VISAs of certain international passengers who were going on work VISAS to Kuwait were registered at RGI Airport PS, Cyberabad. From January 2019 to till date 14 cases were registered in which 71 accused were arrested and 21 accused were shown as absconding. 
In view of the seriousness of these cases and to apprehend the main illegal agents who were behind this racket, Commissioner of Police, Cyberabad VC Sajjanar, IPS., formed special teams under the leadership of N. Prakash Reddy, IPS, DCP Shamshabad and Smt. Rohini Priyadarshini, IPS, DCP Crimes  to apprehend the absconding accused in these cases.

 On 19.03.2019 Special Teams of Cyberabad Police nabbed International Human Trafficking Gang and apprehended 15 accused/Illegal Travel Agents, also a police constable Madhu working in Chevella PS, (2) persons who were working at Airlines for actively assisting the travel agents for pushing the workers to board on flight by avoiding rules.  Police seized 250 Passports, Fake VISAs, 38 Cell Phones, fake Rubber Stamps, 160 Police Verification Certificates, 6 Computer Systems, 5 Laptops, 2 printers, net Cash of Rs. 5,02,430/- and also other incriminating material CD/DVDs, ATM Cards, Credit Cards, Pan Cards, Bank Pass Books, Cheque Books, Visiting Cards, Ink Stain remover etc. from  the possession of the accused.

As per the provisions of the Emigration Act, unskilled Women/Workers who intend to visit abroad for employment shall have valid passport with valid VISA, Employment Contract from Foreign Employer, Challan and Insurance Policy under Pravasi Bharatiya Bima Yojana (PBBY).  They have to take Emigration Check required (ECR) clearance from the Protector of Emigrants, if they have not passed SSC Examination. 

MODUS OPERANDI
 In order to avoid the legal Channel, unlicensed illegal travel agents are adopting adopted illegal methods by changing the Employment VISA as Visit Visa and also fabricating through Photoshop and thereby 3 months of work VISA is changed to1 month Visit VISA. The agents also removed the VISA stamped sticker from the passport by heating the same with iron box and erasing the remaining stamp on the passport through ink remover and handing over the said Original VISA Stamping sticker, fake Visit VISA as well as the Original Employment VISA to the parties.  The agents also arranging fake return Air ticket to the parties.
As per the instructions and guidance of the illegal travel agents, the passengers approaches the emigration counter and producing the copy of fake Visit VISA provided by the illegal travel agents along with their passports.  As there is no specific validation of Visit VISA or Employment VISA, the emigration officials verify the serial number and details of the passenger in the website, as it is tallied,  the emigration officials allows the passengers to board the flight, as there is no VISA stamping in the Passport.  The workers hide the above original documents in their hand baggage and under garments. After boarding the flight the workers tear up the copy of fake visit VISA before reaching the destination, they paste the above said Original stamped sticker on the passport and show all the originals i.e. Original Police Clearance Certificate and Original Employment VISA, Passport to the officials at Foreign Airport.  The illegal travel agents are operating their illegal activities in all major airports Delhi, Bangalore, Pune, Bombay, Chennai, Kolkata and other airports including RGI Airport, Shamshabad, Hyderabad. 
For medically unfit candidates illegal agents adopt a different modus operandi. Medical test is mandatory for Kuwait VISA.  In cases where the workers are declared medically unfit, the second group consisting Sairam Kumar of AP, Maulana of Sri Lanka and Chitti Babu @ Babu of Chennai come into action and the local agent collect VISAS and passports of the passengers, who are medically unfit and handover to Sairam Kumar.   He acts as a courier between Sri Lanka and India.  He collects the documents VISA and PCC of the passengers and hand over the same to Maulana and Chitti Babu of Sri Lanka for further processing, who arranges stickers of Employment VISA to be affixed in the passport.  The Medically unfit passengers will board the flight taking the visit VISA from Hyderabad to Sri Lanka and then to Kuwait on work VISA.  Sairam Kumar will make necessary arrangements for the stay of the passengers in Sri Lanka and also for pickup and drop the Passengers at the Airport.  
The illegal travel agents formed their groups at Village level, Mandal level, District level and State level grabbed innocent people, who intend to visit aboard, collect huge amounts from them.  As they do not have permission to send the people to abroad, they approach the legal agents at Mumbai, Bangalore and Sri Lanka and send the gullible people to abroad by paying huge amounts to them.  The illegal agents also are conducting classes to the gullible people and briefing them not to disclose their name(s) to any one and they have processed the application by themselves.
The Illegal travel Agents operated their illegal acts from different districts Kadapa, Nellore, Chittor, Tiruptahi, East Godavari and West Godavari of Andhra Pradesh and from different cities Bangalore, Goa, Chennai, Hyderabad and states of Tamilnadu, Kerala and Maharashtra States etc. 
The special teams so far identified as many as (100) illegal agents involved in this racket.  
PREVIOUS CRIMINAL HISTORY OF THE ACCUSED 
 The accused Thota Kanteswara @ Manikantha previously involved in Crime Nos. 186/2015, 187/2015, 188/2015 and 114/2018 U/Sec 420, 468, 471 IPC of RGI Airport PS and was remanded to judicial custody
 The accused Anugolu Anil Kumar previously involved in Crime No. 114/2018 U/Sec 420, 468, 471 IPC of RGI Airport PS and was remanded to judicial custody.
Commissioner of Police, Cyberabad appreciated the dedicated efforts of the officers and men of Special teams who actively participated in apprehending the said Gang DCP Shamshabad N. Prakash Reddy, IPS,  and Cyberabad DCP Crimes Smt. Rohini Priyadarshini, IPS, along with their officers V.Syam Babu, ACP, Special Task Force, G.Vijaya Bhaskar Reddy, Inspector of Police, RGIA PS, and Y.Rama Krishna, DI Mailardevpally, Paidi Naidu, S.Venkateswarlu, Ch.Dhanunjaya SIs of RGI Airport and other officers of Shamshabad Zone have  worked hard to bust this Criminal Gang.

 Please submit applications via online only to “Protector of immigrants office, Nampally, Hyderabad”
  Remember that you can work in companies that are registered with the Indian Government. These details are available in the said website.
 Medical Insurance facility is applicable to the employees working in the registered companies only.
 Protector of Emigrants Office, Nampally provides free training to the workers who intend  to work at abroad
 In case of facing any harassment at abroad, Indian Embassy provides necessary help to the workers who visit through the registered agents.
 Please visit abroad on the VISA issued by the Government.  Please do not visit abroad on fake VISAS provided by the illegal agents.  Do not face Criminal cases due to lack of awareness.
  Obtain the Police Clearance Certificate from the local police station where you reside, by paying nominal amount of Rs. 135/- in meeseva Centre
  Do not believe gullible words of the illegal agents and take back your Passports and cash if any paid to the Illegal Agents.  If they refused to return the same consult the local police immediately.
 Do not pay more amount than mentioned for VISA Stamping and Air ticket.  
 Do not waste your hard earned money by paying to illegal agents.
 Please Know in advance about the wages and other conditions prior to your visit abroad
 Know about the free meals arrangements prior to your visit abroad
 Know about the accommodation prior to your visit abroad
 In case of unknown calamity Please know details about transportation of dead body
 Ensure about the working hours, over time allowance, leaves, work conditions, social safety measures, Local labour laws etc.
 Please understand process for settlement of issues through registered agents.
